Several members of Congress have introduced bills proposing the implementation of blockchain technology in the national budget to ensure transparency and accountability.
Rep. Brian Poe Llamanzares, FPJ Panday Bayanihan Partylist representative and House Assistant Majority Leader, filed House Bill 4489 or “An Act Mandating the Establishment and Implementation of a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process,” on September 9, 2025.
If passed into law, it will require the creation of a National Budget Blockchain System, making the essential national budget document immutable and accessible to the public. This will, in turn, boost public trust and perception of how the country’s taxes are allocated.
Other lawmakers also submitted similar bills proposing similar measures to place the national budget into blockchain, including HB 4075 by Rep. Angelo Barba (Ilocos Norte, 2nd District), HB 4380 by Javier Miguel “Javi” Lopez Benitez (Negros Occidental, 3rd District), and SB 1330 or “Blockchain the Budget Bill” by Sen. Bam Aquino.
To briefly review the term, blockchain — the technology behind cryptocurrency — is a decentralized digital ledger shared across a network of computers, making it tamper-resistant. Data is stored in linked chronological ‘blocks,’ so any change needs the network’s consensus.
The four bills on the national budget on blockchain are still pending in their respective houses.
