The Department of Labor and Employment (DOLE) launched the TUPAD #BarangayKo, Bahay Ko (#BKBK) Disinfection/Sanitation Project to support displaced workers in the informal sector. It aims to contribute to poverty reduction and inclusive growth by providing temporary wage employment for displaced workers, underemployed and self-employed workers.

What is the purpose of TUPAD #BarangayKo, Bahay Ko (#BKBK) Disinfection/Sanitation Project? 

Counterpart to the DOLE CAMP financial assistance, it addresses the loss of income of workers in the informal sector affected due to the implementation of Enhanced Community Quarantine (ECQ) in Luzon against the spread of the COVID-19.  

Who are qualified for the DOLE TUPAD #BKBK Project?  

1.) Underemployed — if you are employed at less than full-time or regular jobs 

2.) Self-employed — working as a freelancer or the owner of a business

3.) Those who lost their sources of income/livelihood as a result of the ECQ

Those who are working as transport drivers (jeepney, tricycle, pedicab), street vendors, construction workers, owners of small businesses, occassional workers, house helpers, farmers and fishermen may qualify for the DOLE TUPAD #BKBK Project as long as they meet the requirements needed.

Who are NOT qualified for the TUPAD #BKBK Project?  

— Those who received Php5,000 financial assistance from DOLE CAMP

— Those who received cash assistance from Department of Social Welfare and Development

— Farmers who received cash assistance from Department of Agriculture

— Beneficiaries of Php8,000 and above from their Local Government Unit

— Government employees

The total financial assistance that can be received by each household will be based on the overall aid from the different agencies (LGU, DSWD’s food and non-food assistance, DOLE TUPAD #BKBK), which will be limited to Php5,000 to Php8,000 depending on the maximum limit per region.

What is the application process for the DOLE TUPAD #BKBK Project?  

The barangay officials of respective areas will identify and submit a list of applicants to the DOLE Regional/Field Office through the Public Employment Service Offices of the city.

If interested, you may proceed to your barangay and inform them of your intent to work under the TUPAD Project. You may also go to the municipal/city hall in your area so they can assist you.  

What are the requirements for the TUPAD #BKBK Project?  

The Local Government Units (LGU) shall be in charge of submitting the applicants’ requirements to the concerned DOLE Office. The requirements are: 

1.) Letter of Intent
2.) TUPAD Work Program
3.) Summary of List of Beneficiaries

What will be the responsibilities of the applicants?  

Workers are tasked to disinfect/sanitize their houses and its immediate vicinity. Duration of work will be limited to at least four (4) hours in ten (10) days.  

Is there a limit to the number of family members that can apply for the DOLE TUPAD #BKBK Project?

Only one member of each family household may apply for the #BKBK Project.

What will be the benefits of the applicant workers under the DOLE TUPAD #BKBK Project?  

— Daily wage for 10 days equivalent to 100% of the highest minimum wage in the region  
— Enrolment to group micro-insurance; and 
— Basic Orientation on Safety and Health via dissemination of brochures

How can we receive the payment for working under the DOLE TUPAD #BKBK Project?  

Payments will be received by the workers thru money remittance or direct cash pay-out.

Who will provide the cleaning materials to be used for the disinfection project?

The DOLE Regional Office or LGU shall provide the cleaning materials and ensure that the TUPAD beneficiaries are properly oriented to maintain sanitation by regular washing of hands using soap or alcohol-based sanitizers.
