The Metro Manila Development Authority (MMDA) opened last Friday, July 9, its emergency lay-by area located at the Quezon Avenue Flyover ground level on EDSA.
This special area is designated to motorcycle riders who are seeking shelter in times of heavy rain.

As per Benhur Abalos, MMDA chairman, the point of this project is to give stranded riders a special location, so they don’t block the highway while waiting for the rain to stop.
Benhur added that they understand the hassle riders face when raining and that it’s very risky for them due to possible accidents they may face.
The motorcycle lay-by area has designated spaces for riders to use with allotted entrance and exit signs.
But, Abolos reminded riders that the area is only for rain shelter. MMDA will be assigning personnel to the said area to prohibit illicit parking. When the skies are clear, those who will park in the area shall receive a violation ticket for illegal parking.
Such rules and regulations will be posted on the area, so motorists are aware.

The MMDA Chairman added that more motorcycle emergency lay-by areas would be put in EDA: GMA Kamuning; Santolan/Crame, Kamias, Buendia, Ortigas, Tramo (left turning), Roxas Boulevard.
Plus, along C5 Road: Tandang Sora, Aurora Boulevard, Pasig Boulevard, C5-Libis, C5 Kalayaan elevated U-turn along C5 road, and more.
