To be issued the Environmental Compliance Certificate (ECC), the Department of Science and Technology-Philippine Council for Industry Energy and Emerging Technology Research and Development (DOST-PCIEERD) is asking the government to consider the use of Robust Optical Aerosol Monitor or ROAM—the country’s first-ever locally-made air quality monitoring apparatus.

DOST-PCIEERD is making an effort to standardize the use of air quality monitoring devices (AQMDs), particularly ROAM, with a specific target on industries that contribute to air pollution.

Per the brief, the agency is making the use of ROAM as a requirement for receiving the ECC from the Department of Environment and Natural Resources (DENR). Furthermore, it also highlights the DENR’s authority in setting regulatory policies around the manufacture, fabrication, sale, exportation, use, and importation of aerosol monitors. The latter especially concerns maneuvers that must be bolstered, as aimed at offsetting the entry of bootlegged aerosol monitors in the Philippine market.

Speaking on the topic, DOST-PCIEERD Executive Director Dr. Enrico Paringit claims that the use of ROAM in molding public policy is influential in making government operations more effective and efficient.

Further, Paringit hopes that various government agencies will listen to the plea for having “data-driven, research-based policies” for which the DOST-PCIEERD will play a major role in carving out standards and procedures.
