The complete cashless toll collection in expressways is coming back starting March 15, 2025.

All vehicles using toll expressways are required to have radio frequency identification (RFID) or electronic collection (ETC) device installed on their vehicles.

Those who don’t have such devices installed will still be able to pass through the expressway, but may face penalties.

The Toll Regulatory Board (TRB) pointed how cash lanes in toll booths are usually the cause of traffic congestions.

TRB expects that a “better and more efficient flow of traffic” will be the result of a stricter implementation of the cashless system.

This new order came from the joint memorandum of the TRB, the Department of Transportation (DOTr), and the Land Transportation Office (LTO).

As per toll operators, 97% of expressway users already have RFID and ETC stickers installed on their vehicles. For the remaining 3%, they will be allowed to pass through the toll plaza and will be installed the said ETC device and RFID stickers.

The operators also highlighted the convenience of reloading ETC and RFID accounts with payment options like e-wallets, mobile banking, and more.

As for the penalties, those who will enter expressways without an RFID or ETC will face a penalty of Php1,000 for the first offense, Php2,000 for the second offense, and Php5,000 for every succeeding offense.
