The Land Transportation Franchising and Regulatory Board (LTFRB) announced the ‘Libreng Sakay’, which offers free rides for Filipinos starting April 11, 2022.
LTFRB Executive Director Maria Kristina Cassion said that the service contracting program, which includes the free rides for passengers, will gradually start as some operators are only starting to complete their requirements.
The program stated that Public Utility Vehicle (PUV) drivers and operators who would like to participate in the government’s free ridership program will get a one-time payout and weekly payments. These weekly payments will be based on the number of kilometers traveled per week even if they have no passengers.

One of the first routes that is currently active is the EDSA Bus Carousel. Targeted in the next few days is the opening of the service route of NLEX to Metro Manila.
Under the 2022 General Appropriations Act, this service contracting program has a set budget of Php7 billion and covers about 1,000 routes nationwide with an estimated participation rate of 13,000 to 15,000 units of public utility vehicles. This includes the traditional and modern jeeps, buses and UV express vehicles.
The LTFRB Libreng Sakay Program is valid for 45 to 60 days, but it still depends on the region itself. In the case of Metro Manila, the program has a run time of 60 days.
