The Philippine Senate approved the third and final reading of Senate Bill No. 2568, or the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) Act, with a 23-0-0 vote. The said bill was sponsored by Senate President Chiz Escudero and Senator Joel Villanueva.

Once it officially becomes a law, the ETEEAP Act will enable Filipinos to earn equivalent undergraduate level or special graduate programs based on their work experience. This is a huge step for an experienced worker without a college diploma to cross over the career advancement wall hindered by their lack of educational credentials.

To qualify for the ETEEAP, the applicant must meet the following criteria:

  1. Be a Filipino citizen residing in the Philippines or abroad;
  2. Not be less than twenty-three (23) years old at the time of application;
  3. Have at least five (5) years of aggregate work experience in the industry related to the academic program he/she is applying the college equivalency for;
  4. Have completed a secondary school program equivalent to a high school diploma or as a result of the Philippine Educational Placement Test or Alternative Learning System Accreditation and Equivalency Assessment and Certification stating that the individual is qualified to enter college.

The applicant may also submit documentation of relevant training programs and other proof of formal, non-formal, and informal learning, as may be required by the deputized HEI, including, but not limited to, National Certificates (NCs) or Certificates of Competency issued by TESDA.
