Senator Win Gatchalian is urging the government to establish free online libraries for elementary and secondary Filipino students.

Even with the return of face-to-face classes, the Senator believes that digital resources will be of great help for learners as it can bridge the gap caused by occasional school disruptions.

With the Philippine Online Library Act (Senate Bill No. 477), the DepEd is mandated to digitize all textbooks needed by students for public education. In addition, the Department of Education is instructed to provide electronic devices such as computers and laptops to students for easier access to the online learning materials.

Several government agencies and academic institutions previously put-up online library services to help teachers and students during the height of the global health crisis back in 2020.

The proposed Philippine Online Library will be handled and managed by the Department of Information and Communications Technology (DICT) and Department of Education (DepEd).
