Effective May 15, 2023, brand-new motorcycles with 200cc or below engine displacements will now get three years of LTO registration.
First announced in late April, the LTO Memorandum Circular No. JMT-2023-2395 states that brand-new motorcycles with engine displacements of 200cc and below will now get an LTO registration with a 3-year validity — something that’s only available in 201cc and up.

This move is seen to benefit over 2 million motorcycle units. Data from the MDPPA shows that motorcycles in the Automatic/Scooter category — which are mostly under 200cc — are the best-sellers in the Philippines with over 269,000 units sold in Q1 2023.
On the day of its implementation, more than 1,000 motorcycle units under 200cc have been registered to the LTO. As per then-LTO Chief Jay Art Tugade, the high registration rate is attributed to the agency’s push to make processes and transactions faster.
“Using the LTMS for the registration of these brand new motorcycles demonstrates how both the agency and the public benefit from the digitalization of LTO’s frontline services. We must maintain this momentum and expand it to make services for the public easier, simpler, and more convenient,” Tugade said.
The agency believes that brand-new motorcycles under 200cc are still roadworthy even after three years, hence the extension.
