Amid the rising popularity of e-bikes and e-scooters, the Metro Manila Development Authority (MMDA) is reminding the public that the use of these electric vehicles requires registration and a driver’s license.

As reported on Frontline Pilipinas, the MMDA said that these smaller-form vehicles are among those the government agency is currently monitoring due to the increasing number of accidents. From January to May 2022, the MMDA recorded 64 accidents involving e-bike, 16 on e-trikes, and two on e-scooters.

To ensure compliance with traffic rules and regulations, as well as encourage discipline on the road, the MMDA recently met with the 17 local government units in Metro Manila to enforce Republic Act 11697, or The Act Providing for the Development of the Electric Vehicle Industry.

The following electric vehicle classifications need registration at the Land Transportation Office (LTO) along with a driver’s license:

  • E-scooter L2B (26-50 KPH)
  • E-motorcycle (exceeding 50 KPH)
  • E-trike
  • E-quad
  • E-car
  • E-SUV
  • E-utility (jeep or vehicle)
  • E-bus

With ever increasing gas prices and difficulty of commuting in urban areas, more commuters are seeing the appeal of e-bikes and e-scooters as cheaper and more convenient alternatives to typical modes of transportation.

  1. Ang LTO walang ginawa kungdi maghanap ng pondo. Dagdag pa yang driving test sa renewal, eh ang dapat doon lang sa mga mahilig magviolate ng trapiko ipinatutupad yan.

  3. Please let the Tuktuk made in India now in Siquijor to issue a valid permit to transport passenger and why they didn’t it has a 236 cc engine it is capable to transport at around 400 kilos because it has a gross capacity of 450 kilograms

    May I refer to you the following that the made in India Tuktuk or Baubao term in MINDANAO areas that is very comfortable for every person/passenger most especially for Tourist because it is very safety for All types of road and coz it is auto balance. Henceforth it is also have a set belt for every passenger not like in Pedicab used in SIQUIJOR that it couldn’t travel a higher road with a 5 passenger coz they are not safe otherwise by traveling in a sisag areas and in down stream road. Pedicab also could not stop in a middle of high land road because there’s no handbrake and they’re not highdraulic. Please let this kind of motorbike for having a passenger permit coz for me it is highly comportable for all types of cargos and passenger because they have a limited areas to set for the passenger not like in Pedicab driver’s are getting more passenger they didn’t think the safety for the passenger and the cargos too.

  5. Galing…..pano registration ng e-bike eh walang serial number??? 2nd, so bibigyan din ng plate number???? Sa motor nga hindi pa maibigay ung plate number eh….kung aksidente paguusapan eh di pati ung bike saka mountain bike rehistro n rin kc mas mabilis panga ung mountain bike saka racer bike sa mga ibang e-bike eh….

  6. Licenses are not the answer for safer e-bikes and e-scooters. The answer is safer and dedicated road infrastructure for these form of transportation.

    Look at the Netherlands and Germany, they ensured the safety of the road for pedestrians and bike users on their city and less focus on cars.

  7. bakit sa europe at ibang bansa di need ng License sa ebike di nmn nagamit ng gas yan… ang pagkaalam ko engine with gas or fuel ang may license. wag lng gagamit ng highway or main road ang mga battery operated vehicle 2 or 3 wheel

  8. This is misinformation, RA 11697 does not state any electric vehicles to be registered with LTO yet. The DOTr and DOE still have to create policies or guidelines together with LTFRB to insure the full capability of these mode of transportation.

  9. Better to talk with LTO officials if there is already a clear-cut policy on the implementation of the saDeoid Act!

  10. let the LGU create a unit for e bike registration. lIke what they did on tricycles. they have the TRU. remember LTO still has 11 Million backlog in plate numbers.

    1. I don’t mind the registration but if the reason behind this is because of accidents, you’ll also need to register mountain bikes, skateboards, and such. LTO, masyado nanaman kayo halata. Mga greediness nyo lumilitaw, una ung mvic, ngaun etrikes and e vehicles, kung ipapantay nyo sa mga combustion na sasakyan ang mga ganitong vehicles, sana bigay nyo din ang benefit na makapamiyahe sila sa LAHAT ng road ways. Ngaun maiisip nyo na delikado, eh di bakit pa irehistro? Kung license naman, medyo okay pa, dapat alam rin naman ng gagamit nito ang batas sa daan, kaso registration sa e vehicles?
