What is NCAP?
NCAP stands for No Contact Apprehension Policy. Instead of the usual human enforcers, NCAP uses CCTVs, digital cameras, and other related technology to record images and videos of motorists violating traffic rules, regulations, and laws.

How to see No Contact Apprehension Policy violations?
Step 1: Visit the NCAP website that corresponds to your city. We have a list of links per city below. The links should immediately land you on the website’s “Check Plate” page.
Step 2: You should immediately see a field where you can input your plate number or conduction sticker. Fill that up. Then, click “Check Plate” or “Search”.
Step 3: You will see a confirmation telling you if you have a violation or not. If you do, it should show more details about the incident.

How will I know if I have an NCAP violation without checking?
The registered owner of the vehicle will receive a Notice of Violation mail to his/her address.
How to review No Contact Apprehension violation image or video?
Visit the city’s NCAP website (see links above) and click “Check Your Notice.” Then, type your violation number and pin code (as seen on the Notice of Violation). It will show you details about your violation, as well as an image/video file of the incident.
How to pay for the NCAP violation
The payment methods will depend on the city you were apprehended, and the options shall be listed on the notice once you receive it.
But, most likely, you may be able to settle the payment online, banks, over-the-counter, or through the area’s City Hall.

Until when can I pay the NCAP fine?
You have ten (10) days to settle the fine after you receive the Notice of Violation.
What will happen to unpaid fines or penalties?
The city where you made the violation may impose internet or surcharges. They can also instruct the Land Transportation Office (LTO) to put a ding on your vehicle registration, which will block you from renewing your registration until the fines are fully settled.

You can contest your Notice of Violation by filing a notarized protest or appeal to the traffic department of the city where you allegedly committed the violation.

How to contest an NCAP violation if I wasn’t driving the vehicle?
If someone borrowed your vehicle, and they committed a No Contact Apprehension violation with it, here’s what you can do.
File a notarized protest or appeal to the city’s traffic management department within 10 days of receiving the Notice of Violation and bring the following: a copy of the violation notice, a copy of the driver’s license of the alleged driver, and a notarized affidavit of the alleged driver admitting that he/she was using the said vehicle during the violation.
The NCAP violation was committed during an emergency. What can I do?
You can file a notarized appeal or protest to the city’s traffic management department within 10 days of the receipt of the violation notice. Don’t forget to provide proof that there was indeed an emergency when the violation was committed.
