Do you already have a national ID? Take care of that card as Philippine President Rodrigo Duterte just signed an executive order that will make National ID a sufficient proof of identity and age in all kinds of transactions.

Executive Order No. 162 says that there’s a need to urgently institutionalize the acceptance of the PSN (PhilSys Number) and PhilID as sufficient proof of identity and age in all government and private transactions. The goal is to make the delivery of social services more efficient, strengthen financial inclusion, and promote ease of doing business.

President Duterte wants PhilSys to be the government’s central identification platform for all Filipinos and foreign residents in the country.

The EO is in line with the Republic Act No. 11055 or the Philippine Identification System Act, which states that a person’s PhilSys record can be considered as enough proof of identity and age for public and private transactions.

With the EO, the Philippine Statistics Authority (PSA) is tasked to ensure that PSN holders will not be prejudiced if the authentication can’t be performed through no fault of the said person.

But if you still don’t have a National ID, you can still use other Valid IDs in the Philippines for both public and private transactions.

As for banks and other financial institutions, they have to follow the guidelines issued by the Bangko Sentral ng Pilipinas and other regulatory agencies regarding the acceptance of PhilID, PSN, or PSN.
