For one, you can now renew your license and get it with a 10-year validity. In addition, LTO now requires you to get a Comprehensive Driver’s Education (CDE) certificate.

To get the said certificate, you need to get a special driving course and test, which you can take either offline or online.

What is the Comprehensive Driver’s Education (CDE) program?
Getting a CDE is now one of the requirements for renewing a license in the Philippines. That’s a part of the standard requirements: your old license, a medical certificate from an LTO-accredited clinic, and a photocopy of any valid ID.
The goal is to ensure that the drivers have the theoretical knowledge of driving on the road. That includes the know-how of traffic signs, road markings, and more.
How long is the LTO CDE course?
A Comprehensive Driver’s Education course tasks five (5) hours to complete. However, the course could be longer if you have demerit points, which you’d get when you commit these violations on the road.
What is the coverage of the CDE course?
The course consists of topics on road safety, traffic rules, special laws for specific types of vehicles, other regulations, and general information.
How many items is the LTO CDE exam?
At the end of the CDE course, you’d be taking the CDE exam. The said exam will have 25 items and you need to get 13 questions right to pass. It’s a multiple-choice questionnaire.
How to take the CDE course and exam for FREE
To take the CDE course and exam for free, you have to get it from LTO through its Land Transportation Management System (LTMS) portal. Follow the steps below.
Step 1: Go to the https://portal.lto.gov.ph website and click “Register Now” to create an account or “Log In” if you already have one.
Step 2: On the top of the dashboard click “E-learning” and then choose “Driver’s License Renewal Course”.
Step 3: Click “Start”. This is a self-learning course that consists of audio-visual programs and different presentations. Just follow the prompts at your own phase until you complete the course.
Step 4: Once you finished studying, go back to the Driver’s License Renewal Course page in the E-Learning section and click the “CDE Online Validation Exam”. Afterward, click “Start Again”.

Where can I get the CDE course and exam?
As stated earlier, the CDE course and exam can be had at a driving school or through LTO themselves.
If you want to take it for free, go with the LTO option through the LTMS portal.
How many times I can take the CDE exam?
Through the LTMS portal, you can retake the exam until you finally pass it. There is currently no limit on how many times you can take the exam.
Where will I get my CDE certificate?
Your CDE certificate will be sent to you via email. The delivery is quite instant the moment you pass the test.
Once you get the digital copy, have it printed and present it to your nearest LTO branch once you process the renewal.
