DSWD-DICT-ReliefAgad-NoypiGeeks

ReliefAgad is an online quick relief program released by the Department of Social Welfare and Development (DSWD) in partnership with the Department of Information and Communications Technology (DICT).

The launch was formally announced in a virtual conference held last Thursday, 14th of May, 2020, to aid the distribution of cash aid during emergencies. Especially the second batch of Social Amelioration Program (SAP), for its recipients were greatly affected by the coronavirus pandemic.

What is the ReliefAgad app?

According to the Developers Connect Philippines (DevCon), the quick expediting of the funds mandated by the government for its deserving beneficiaries through an electronic cash transfer system is the primary goal of the ReliefAgad app.

It will capture the details of each Social Amelioration Card (SAC) into a single database to enable a smooth distribution not just like the inconveniences that happened during the first batch of aid disbursement.

What are the benefits of the new ReliefAgad system?

The introduction of the mobile-based cash aid for the government agencies has been part of the integral improvements of the current administration. In addition, it will lessen the time encoding of SAP forms from its physical copy manually as well as the mishaps that may be encountered before, during, and after the distribution. Furthermore, it will lessen the turnaround time from the time the tender amount is released from DSWD into the online accounts of each recipient.

How to sign up with ReliefAgad?

The beneficiary must sign up individually on the ReliefAgad app with the same information and requirements needed in the physical registration for a Social Amelioration Card (SAC). However, the bar codes that are found on each unique form need to be scanned at the last part of the registration process including the name of the members from a household.

How and where can I receive the cash aid?

Once approved, the beneficiary will receive a notification on his or her mobile number. The preferred mode of payment will be asked either the approved amount will be transferred to PayMaya or GCash which can be withdrawn via bank or in-store payout.

PayMaya and GCash accounts can be linked by a Visa or a MasterCard so you can just drop by any ATM center and withdraw the cash just like how it’s done on a normal bank savings or deposit account.

What if I don’t have a smartphone?

If the recipient has no smartphone at all, the DICT has prepared a fallback just in case the beneficiary has no smartphone or access to electronic wallets. According to Manny Caintic, the DICT Secretary, each Local Government Unit will be taught how to manually input the beneficiary’s details into their ReliefAgad app profile so they can quickly receive their money.

In addition, DSWD officials can also deliver the money straight to their homes if they won’t be able to visit a physical cash out store or an ATM.

Is my data secure?

Meanwhile, Andrew Ambubuyog, the DSWD Director has assured the government and the public that none of the information that will be captured by the app will be saved for private use.

Since the app is developed in compliance with the Data Privacy Act, the database will only be accessed for the online cash transfer process. Each beneficiary is entitled to a subsidy from Php5,000 to Php8,000 depending on the minimum wage rate on the region where the recipient resides.
