The House of Representatives has passed House Bill 10289 or the proposed Roll-Over Internet Act.
House Bill 10289 passed the final reading in the House of Representatives with 198 votes. Once turned into law, the Roll-Over Internet Act will regulate and institutionalize the roll-over data allocation scheme and will mandate all internet service providers (ISPs) to implement the system for all its subscribers.

This means that any data allocation the subscribers weren’t able to consume will be carried over to the preceding month.
ISPs who fail to comply will be penalized with a fine of Php50,000 per violation and revocation of their license and franchise if they repeatedly violate.
Moreover, Congress passed in the third and final reading House Bill 10424, which aims to regulate motorcycles-for-hire, with 200 votes.
The bill will recognize the operation of motorcycles as common carriers of passengers, parcels, mail, etc.
“This bill aims to provide a safe, sufficient, and economical mode of public transport by allowing and regulating the use of motorcycles as public utility vehicles,” said House Speaker Martin Romualdez.
Once turned into law, it will mandate motorcycles-for-hire to be registered to the Land Transportation Office (LTO) to ensure roadworthiness. It will also impose a speed limit of 60kmph.
It will task the Land Transportation Franchising and Regulatory Board (LTFRB) to regulate the operation of such motorcycles in areas that don’t have operating digital platforms. LTFRB will also prescribe the fares, surcharges, and other fees that operators can charge.
The bill also sets the requirements for the acquisition of a franchise or the issuance of a Certificate of Public Convenience. Platforms that offer such services are also required to be registered with the Securities and Exchange Commission (SEC).
