The Land Transportation Office (LTO) recently revealed that they lost about Php37 billion in income. Based on the data, the drop was due to the significant decrease in the number of motorists renewing their registration — both two-wheel and four-wheel owners.

According to the LTO, around 65% of vehicles on roads have expired registrations. So to push motorists to renew their registration, LTO Chief Atty. Vigor Mendoza II has given the order to its regional directors to “start fielding as many of its enforcers” and executed the ‘No registration, no travel’ policy last November 20, 2023.

The said order is based on the instruction of Department of Transportation (DOTr) Secretary Jaime Bautista to strictly enforce the Land Transportation and Traffic Act or RA 4136, mainly Section 5 which states the compulsory registration of all motor vehicles in the Philippines.

Mendoza said that the provision clearly states that “no motor vehicle shall be used, driven, or operated on the roads without being currently registered with the LTO.”

Mendoza noted that the renewal of motor vehicle registration includes routine checks to ensure the roadworthiness of the vehicle to keep both motorists and pedestrians safe.

Last November 21, LTO reported that they had apprehended at least 41 motorcycle riders in Metro Manila as they began implementing the No Registration, No Travel policy the day before.

The apprehended motorists were issued with citation tickets and all motorcycles without registrations were impounded.
