The Metropolitan Manila Development Authority (MMDA) will re-implement the No Contact Apprehension Policy (NCAP) beginning on May 26, 2025. This follows the partial lifting of the temporary restraining order (TRO) by the Philippine Supreme Court (SC).

Under the revived NCAP, the MMDA and the respective local government units (LGUs) will use CCTV cameras along major thoroughfares to apprehend motorists who violate traffic rules.

Below is the list of roads where the NCAP will take effect, according to the MMDA:

Circumferential Roads

  • C1 – Recto
  • C2 – Mendoza, Pres. Quirino Avenue
  • C3 – Araneta Avenue
  • C4 – EDSA
  • C5 – C.P. Garcia, Katipunan Avenue, Tandang Sora

Radial Roads

  • R1 – Roxas Boulevard
  • R2 – Taft Avenue
  • R3 – South Superhighway
  • R4 – Shaw Boulevard
  • R5 – Ortigas Avenue
  • R6 – Magsaysay Boulevard, Aurora Boulevard
  • R7 – Quezon Avenue, Commonwealth Avenue
  • R8 – A. Bonifacio
  • R9 – Rizal Avenue
  • R10 – Del Pan, Marcos Highway, McArthur Highway

The SC partially lifted the TRO in response to the Solicitor General’s request on behalf of the MMDA amid rising traffic violations and accidents in Metro Manila. The TRO was initially issued in August 2022.

The list of roads will now be governed by no-contact traffic management, so you’ll no longer see the usual traffic enforcers that typically monitor these thoroughfares.

With this re-implementation of NCAP, the MMDA vowed to keep it fair. Drivers are asked to abide by the traffic rules, and everything will be fine. When done right, NCAP can be a solution to shady operations; cameras don’t ask for bribes.

With the return of the no-contact apprehension policy, some transport groups were not thrilled and protested, particularly because of how it was first implemented. Hopefully, it will be better this time.
