The Metro Manila Development Authority (MMDA) is asking to revive the suspended No Contact Apprehension Program (NCAP).

This is after the MMDA implemented its new regulation on November 13 that toughens the fines and violations of motorists that will violate the EDSA bus lane scheme. On its first day, the MMDA reported that they had apprehended 514 4-wheel and 2-wheel violators.

While the first day of the implementation was considered a success, MMDA Acting Chairman Att. Don Artes said the an urgent need to use technology — like CCTVs — to better manage traffic and apprehend erring motorists.

Artes is asking the Supreme Court to end the Temporary Restraining Order it issued in 2022 against the NCAP. He cited that there had been an increase in accidents since NCAP’s suspension in August last year.

NCAP was implemented in Manila, San Juan, Paranaque, Quezon City, and Valenzuela, with more areas preparing to launch a similar program in their respective cities before it was suspended.
